Builders warn that UK housing target is unachievable

Only 6% of developers believe hitting a target of delivering 200,000 new homes every year is achievable, despite many expecting an upswing in construction activity, according to an industry poll.

The Building Momentum report from property consultancy Knight Frank, shows that the majority of builders expect new home starts to increase by at least 10% over the coming year, with almost half predicting rises of up to 25%.

However, most believe this will not be enough to plug the housing gap the country faces. Around one in three builders (30%) said that 180,000 new homes a year would be the maximum that could be feasibly delivered on a regular basis.

Three-quarters of respondents said that the extension of the Government’s Help to Buy scheme will boost development between now and 2020. Another 40% believe it will increase the size of schemes.

Grainne Gilmore, head of UK research at Knight Frank, said: “There is no doubt that developers have stepped up activity since the zenith of the financial crisis – official data shows completions in England rose 4.5% over the last year – but this still leaves development some way off the levels needed to meet demand across the UK.

“Consistency of housing policy is fundamental to boosting supply as well as expanding access to public sector land. It is likely that the confidence engendered by the Government intervening in the housing market – via the Help to Buy scheme – has had a bigger effect on prices than the scheme itself.

“Next year’s general election throws up some uncertainty about Help to Buy. Labour have not commented on their intentions around the equity loan, although they too have criticised the mortgage guarantee. Also, finding a suitable unwinding mechanism for the equity loan will be paramount in the coming years if a ‘cliff edge’ market distortion is to be avoided in six years’ time.”

Last year, a study by the Association of Consulting Engineers forecast that the UK will need a ‘missing city’ of 886,000 new homes by 2021 to meet demand.

Government announces £23m investment in enterprise zones

£23m of infrastructure investment has been earmarked for Bristol, Manchester, New Anglia and Leicestershire as part of the Government’s plans to improve and expand enterprise zones.

The money will fund road, utilities and building construction, creating 5,700sq.m of new commercial floorspace and new road networks to support the development of the sites.

The £23m investment will fund:
• Bristol Temple Quarter Enterprise Zone – £6m for commercial development in an around the new city centre;
• MIRA Technology Park Enterprise Zone – £7.4m for the construction of a new spine and distribution roads with a roundabout to increase access to the Hinckley site;
• Great Yarmouth Enterprise Zone –£3m to deliver 5700 square metres of speculative office and industrial units, as well as road and utilities for Beacon Park;
• Manchester Airport Enterprise Zone – £6m to open up key sites to attract companies in life science and the IT and technology sectors.

This latest round of funding is the last of a £550m package of enterprise zone support, which has funded infrastructure developments to help turn sites into prime economic land.

Over the past three years, enterprise zones have created over 9000 jobs, attracted over 300 businesses and secured £1.2bn of private sector investment.

Kris Hopkins MP said,

“Enterprise Zones are showing that our long term economic plan to secure a better future is spreading businesses, jobs and skills training across the country. Today’s cash injection will give 4 zones the raw ingredients to make their sites a stronger, more competitive business environment that will attract new jobs for hardworking local people.”

Liverpool announces £1.5bn regeneration plans

Liverpool announces £1.5bn regeneration plans

Liverpool City Council has launched plans for regeneration schemes worth £1.5bn, which could create 12,000 construction jobs.

New projects for the city include the next phase in the regeneration of Kings Dock, which includes an Olympic-standard ice rink, along with an extreme sports complex, restaurants and family homes.

Parts of Lime Street and Mount Pleasant are set for transformation, with plans to deliver a new television and music venue, hotel, cinema, family restaurants, shops and accommodation for mature students.

Mayor of Liverpool Joe Anderson said,

“Regenerating the city centre is vital but we are also working hard to deliver transformation across Liverpool as a whole – Greater Homer Street, Edge Lane and Anfield are all now seeing significant progress and there will be more to come in the future, with thousands of new and refurbished homes planned city-wide.”

Planning applications will be submitted by the end 2014/early 2015.
